Problem

1. To explain why the figure for Vietnamese refugees permitted

to settle permanently in Hong Kong given in the reply to

Mr Patrick Wall's question on 13 June was higher than the one

quoted in the reply to Mr Robert Parry's question on 11 June.

2. I recommend that Mr Blaker should write to Mr Parry on

the lines of the attached draft.

Background

3.

Both figures were based on information provided by the

Hong Kong Government. But after sending us the first figure on

7 June they carried out a more careful survey and realized that

they had not taken full account of the number of Vietnamese

who originally came to Hong Kong as visitors but were subsequently

allowed to stay, and those who came as illegal immigrants.

It is inevitably difficult to maintain accurate statistics of

people in these categories; but the Hong Kong Government are

confident that the revised figures, sent on 11 June, are the

best that can be provided.
