UN Conference on Indo-Chinese Refugees.

1. It is vital if more lives are not to be lost to get

early and effective international action. We are still

not convinced that a conference in Geneva designed

primarily for pledging will either be sufficiently high

level or attract enough publicity to get the sort of

pledges now required. We fear that it may be a re-run

of the conference held last December which in practice let

the Vietnamese off the hook and lulled the world into the

mistaken belief that the problem was being looked after.

However if this is the best or the most that we can get

the UN to undertake at this stage we should clearly not

/oppose
