guage what additional help and understanding may be expected from those quarters. As of now it is difficult to see what special factors would be likely to dispose the Administration and US opinion more favourably toward Hong Kong, relative to other host countries in the area and the refugee problem generally. In this connection the poor showing of the UK itself (as seen from here) will not enhance British efforts to attract more international attention to the refugee cause and we must expect increasing pressure to step up our own contribution (see also my conversation of 13 June with Clark's Deputy enclosed).
