RECOURSE TO THE SECURITY COUNCIL
15. Our effort is now being directed to obtaining the special
Conference to deal with the refugees issue. Such a Conference
would be able to take practical measures to reliève the burden
on the world community and first of all on the countries of
South East Asia and Hong Kong.
16. I recall that on the last two occasions when Indo-China
was discussed in the Security Council (15 January and 16 March)
the discussion concluded with vetoes by the Soviet Union.

17. I have seen with concern reports that the Thai authorities
may be forcibly repatriating some Cambodians.
