The matters raised in the GCBS letter are, of course, related to the particular issue of the Government's policy towards the ROA CHBANK on which I have written separately today to Bryan Cartledge.
As
you will have seen from that letter, my Secretary of State has found it difficult to know how best to advise the Prime Minister
on the letter she has received from Lord Inverforth. You will be
aware that his own inclination is that the Government should now
rapidly reach the decision that the refugees on the ROA CHBANK should be allowed into the United Kingdom as soon as possible. recognises, however, that decisions on this matter are very much for
the Prime Minister, the Foreign and Commonwealth Secretary and the Home Secretary. He would therefore welcome their views on how long they believe we should maintain the present pressure on the Taiwanese authorities.

I should be grateful for a response to this letter by noon on Monday 11 June so that my Secretary of State can reply to the GCBS before he departs for the Council of Foreign Ministers in Luxembourg
on 12 June.
