11. We have given no instructions to masters of British ships to avoid areas in the South China Sea in which they might be likely

to encounter refugees, and we have certainly not advised them to

ignore refugee vessels in distress.

Assistance to UK Voluntary Organisations

12. ODA expect to be able to continue the level of grants offered

for projects agreed in 1978-9, and continuing this year.
