Mr Richard in his telegram No 566 says that if Dr Waldheim does not get sufficient support for a conference quickly,

recourse to the Security Council, perhaps in early July, might be advisable. We think that any attempt to call a Security Council meeting now would torpedo the proposed special conference. A Security Council meeting would almost certainly end in deadlock and there might be implications for East-West relations in general. I have asked UND urgently to prepare a submission setting out the pros and cons of action. In any case, before issuing a call for a meeting of the Security Council it would be wise to consult the French and the Americans first.

DIRECT PRESSURE ON VIETNAM

We are taking the following action:

a.

Closing the Vietnamese Trade Office in Hong Kong. We are consulting the Governor of Hong Kong about the implications for him of such action.

Persuading the Japanese to stop their aid to Vietnam. The Americans have suggested that the ASEAN countries should be persuaded to put pressure on Japan. I raised this with the Indonesian Ambassador this morning and we are asking other posts to follow up.

Swedish aid to Vietnam

The Swedish programme of aid to Vietnam is one of the

largest. We are instructing HM Ambassador in Stockholm

to press this to be stopped.

d. Aid through International Institutions.

It is difficult to stop aid through the International

Bank for Reconstruction and Development and the Asian Development Bank because these institutions are not supposed to take account of political factors, but we are nevertheless considering what can be done to delay or stop aid through them.
