Even without taking into consideration recent developments, there
appears to be a very strong case for a further contribution to maintain
our proportionate share of UNHCR financing. But as the UNHCR pointed.

will also have to be a further special appeal for funds for South East
Asian refugees (apart from the appeal recently made by Dr Waldheim to heads of Government) at a later date, possibly linked to any conference that is arranged. Our own efforts to encourage the UNHCR to process greater numbers of refugees now in Hong Kong is complicated by the relatively high cost of maintaining refugees in camps in Hong
Kong. UNHCR put the cost at US $6 a day, about 6 times that of
maintaining a refugee in Thailand. (The cost to the UNHCR of accepting the 25,000 unprocessed refugees in Hong Kong would be
US$150,000 a day or an additional US$30 million until the end of the
year).
4. I submit a draft minute from Mr Murray to Mr Martin ODA recommendin immediate approval of a further contribution to bring our contribution to the general fund back up to our initial percentage, and indicating that it may be necessary to make a further sizeable contribution in
response to a special appeal later this year.
