VIETNAMESE REFUGEES : SIBONGA

1.

You will have seen FCO Telegram No 353 to Hong Kong informing the Hong Kong Government that the Home Office will be ready to receive the first 300 Sibonga refugees on 12 June and asking them to make the necessary travel arrangements with

UNHCR.

2. Mr Davis (Secretary for Security in Hong Kong) told me on the telephone this morning that arrangements were being made for the Sibonga to offload its refugees (1,003, not 982 as previously thought) on Monday, 4 June. The Sibonga would then be free to

leave.

3.

I have spoken to Bank Line (Captain Mossop) who was greatly relieved. We have also informed the Department of Trade who are drafting a reply to Lord Inverforth's letter to the Prime Minister.
