I have substantially recast the Department's draft which, frankly, I did not think fitted what we understand to be the Prime Minister's wishes. The UN Secretary-General's message gives us a first-rate opportunity to call for an international conference, and I am therefore submitting straight to PS/LPS a draft which puts on record what we have already done and then calls for a conference
