I sent you a copy earlier today of my letter to Stephen Wall, enclosing a copy of a letter to the Prime Minister from the President of the General Council of British Shipping. I now enclose a copy of a further letter which the Prime Minister has received from the Chairman of the Bank Line about the refugees on board the Sibonga and the Roachbank. I should be grateful for urgent advice on how the Prime Mimister might respond to Lord Inverforth.

I am sending copies of this letter and enclosure to Stephen Wall (Foreign and Commonwealth Office), Tony Butler (Home Office), Bill Beckett (Law Officers' Department) and Martin Vile (Cabinet Office).
