I realise that this proposal bristles with difficulties and that it might be impossible to get such a conference off the ground. It would I think be necessary to exclude the Cambodian problem as being certain to foul everything up. But there is no prima facie reason why the Secretary-General should not call such a conference under Article 98 of the Charter and I would think that it would be worth exploring with him as a first step.
