7. There remains the question of what can possibly be done to stop these vast numbers of refugees turning up in Hong Kong and in ASEAN countries; and at the same time to stop the appalling death toll from the small boat exodus. The only really effective way would be to return some refugees to Vietnam. So far I believe only the Malaysians have seriously considered this step. Although there is a case to be made that the ethnic Chinese from Vietnam are not really refugees, it is one which appears to run counter to practice over refugees from communist countries dating back over many decades.

I have therefore only two suggestions to make. should give maximum publicity to the practice whereby Vietnam is making enormous profits in gold from the export of refugees. have overtaken coal as Vietnam's biggest export earner. possible to expedite the trial of the Captain of the Huey Fong and others in Hong Kong and accompany this with suitable press briefing based on the detailed knowledge of the racket which I believe the Hong Kong Government have acquired on the subject? The publicity should be aimed particularly at those western and non-aligned countries which give Vietnam aid and at important non-aligned countries whose support Vietnam is trying hard to obtain in order to get the ileng Samrin regime in Cambodia recognised at the forthcoming Colombo and Havana non-aligned conferences.
Secondly, although the time for an international conference on the Indo- China countries is not yet ripe, when and if such a conference is convened it should consider the problem of Vietnamese refugees, which is closely linked to the vino/Vietnamese quarrel. But I should add that I fear that before such a conference is convened the refugee problem may well have solved itself by tens of thousands having reached other shores "illegally" and many more thousands having drowned in the attempt.
