INDO-CHINA REFUGEES

1.

The Cabinet agreed this morning that the Home Secretary should put in a paper for next week's Cabinet. Meanwhile the Lord Privy Seal is answering a PNQ to-day about the 'Sibonga' to the effect that we are considering the position urgently.

2.

The coordinator for drafting the Home Office paper is Mr Hilary, AUS, telephone 686-0333. I have discussed drafting procedures with him this morning. He is anxious to have an FCO input and also to clear his draft with us. Because of the 48-hour rule the draft will have to be approved by the Home Secretary on Tuesday 29 May for Cabinet two days later. This means that the Home Office will want to consult us over the holiday period.

3. Would Mr McLaren please consult urgently with SEAD and UND to establish who would be available for a drafting meeting at Heads of Department level on Monday 28 May. At least one of the three Departments must take this on, preferably two. Whoever then is going to lead from our side should telephone Mr Hilary this afternoon to give home phone numbers, etc, for a meeting on Monday.
