I enclose a copy of a telegram which has been addressed to the Prime Minister (and presumably to other Heads of Government) by the UN Secretary-General, Dr. Waldheim, about the problem of refugees and displaced persons from Indo-China. Please arrange for our Mission in New York to acknowledge receipt of the message.

I should be grateful for advice on how the Prime Minister might respond to Dr. Waldheim's message. It would be helpful if the draft, of at least an interim reply,,could reach me not later than 6 June..
