1. As agreed following the Secretary of State's meeting this afternoon, I telephoned Mr Soutar in the Washington Embassy and asked him to inform Mr Blaker's Private Secretary that the Secretary of State wished Mr Blaker to press the Americans to take more refugees from Hong Kong when he saw Mr Christopher at the State Department today. I added that the Brief provided by the department last week contained a Speaking Note on this and the necessary background material. Mr Soutar said he would pass on this message immediately.
