VIETNAMESE REFUGEES: THE SIBONGA

1. I understand that No.10 Downing Street have asked for

guidance on the line which the Prime Minister might take if the future of the 984 refugees on board MV Sibonga, now off Hong Kong, is raised during Questions this afternoon.

2. The Lord Privy Seal will be answering a Private Notice Question on this subject later this afternoon. I attach copies of the Question, the proposed Answer and Notes for Supplementaries (which have been discussed with the Lord Privy Seal and cleared with the Home Secretary) together with a background note.
