AID TO VIETNAM

1. When Mr Orr (Assistant Political Adviser in Hong Kong) telephoned me at lunchtime today on other matters, he said a question had been put down in the Hong Kong legislature asking what help the United Kingdom had provided to Hong Kong to help over the refugee problem. Mr Orr has most of the information he will need for a reply but he did say that it would be extremely useful to include something about the suspension of British aid to Vietnam; the latest telegram he has on the subject is Hanoi telno 74 to FCO of 16 February. He would appreciate receiving by telegram, to arrive tomorrow morning Hong Kong time, chapter and verse on this together with an indication of what could be said publicly on the matter.

2. I said I would pass his message to you for action.
