Japanese as "workaholics" living in "rabbit hutches". paper suggested as a last resort the possibility of Community

restrictions on imports from Japan.

This continues to rankle

the Japanese and they may be tempted to asscoiate the paper with HMG (the authors in the Commission were British), but we had no

hand in it.
