THE SECRETARY OF STATE'S MEETING WITH MR SONODA: 5.00 PM

1. Mr Sonoda, the Japanese Foreign Minister, will be calling
on the Secretary of State at 5.00 pm on Tuesday 22 May. is visiting London after attending part of the IEA Ministerial Meeting in Paris and will be calling on the Prime Minister at 4.30 pm on 21 May shortly after his arrival in London. meeting with the Chancellor of the Exchequer is arranged for 5.30 pm later that afternoon and the Lord Privy Seal will be
giving Mr Sonoda Lunch on 22 May before his call on the Secretary
of State.
2. Mr Sonoda's purpose is to establish personal contact with
the British Ministers who will be attending the Tokyo Summit
rather than to engage in substantive discussions.
His visit
will nevertheless provide a useful opportunity to touch on the
most important current issues, though the time needed for interpretation (Mr Sonoda does not speak English) will limit
the number of subjects which can be discussed.
3. Mr Sonoda will probably begin by outlining the Japanese
approach to the Summit and will expect the Secretary of State to
respond with some comment on his own approach to the problems
the Summit will tackle.
Lord Carrington might like to
stress briefly the importance we attach to developing our
relations with Japan bilaterally and then to describe the
issues which are particularly on the Secretary of State's mind
at present.
This might include reference to Southern Africa,
and Mr Sonoda himself may raise China and Indo-China.
He will
have had an opportunity to discuss some of these issues at greater length over lunch with the Lord Privy Seal, at which
Mr Ridley will also be present.
