VIETNAMESE REFUGEES: THE "LIBONGA"

1. As requested by telephone this morning, I submit a background note and line to take on the rescue of 900 vietnamese refugees by the British registered vessel "Sibonga". I understand that No.10 Downing Street have asked for this for possible use by the Trime minister during Questions this afternoon.

2. The liome Office are providing separate briefing on the UK immigration aspects.
