1. In para 3 of your letter CR 3/2/4821/75 of 30 April to Robin McLaren you asked when the UNHCR presence in Hong Kong is likely to be reinforced.

2. Since David Snoxell wrote to Pat Morgan copied to Ian Orr on 17 April we have repeatedly urged UNHCR to strengthen their staff in Hong Kong. They are certainly considering this, but of course have many other claims on their resources, eg in Africa. They are aware of a recent request from their Representative there for more General Service (ie local) staff but have had to ask for further clarification because the request was not clear. As for professional (Geneva-based) staff there is to be a review of worldwide requirements in about a month's time. We have urged that Hong Kong's needs be borne very much in mind.
