"8.
In view of the number of difficulties which were likely to arise because of the lack of formal liaison with the Malaysians, the Committee decided to make a firm recommendation to His Highness the Sultan that such liaison should be established. This could deal not only with matters affecting refugees but it could also ease difficulties which might arise in connection with search and rescue (SAR) operations and general security problems."
