Mochtar could really complain if he were to get a nil return from me over our agreement to admit refugees from the ASEAN Processing Centre. I should feel less happy in giving a nil return on a British contribution toward the setting-up of the Processing Centre. I would therefore recommend that I be given authority to make a modest pledge for this purpose. If it were to be in proportion with our IGGI pledge, the burden on the tax-payer would be trifling. May I have instructions please?
