Further to my minute of 23 April, we have heard by telephone from UKMis Geneva that Sir James Murray (who will be reporting separately) had an hour-long meeting this morning with Dr Mochtar.

. A condensed report of the outcome is included in the draft teleletter which I now submit as requested in your

· minute yesterday. This instructs Mr O'Brien to talk to the Indonesians, and also asks Washington to seek American help. Hong Kong telegram No 475 reports that the USA will reduce The number of refugees taken from Hong Kong. This lends more urgency to the need for Hong Kong to participate in the Island Scheme and is an additional reason for the Americans to help out by weighing in with the Indonesians on our behalf.:
