the risk of serious fire is very great but, anyway, a considerable amount of fire fighting equipment would be needed;

the vessels would be difficult to supply and it might be troublesome to distribute food;

all services, e. g. pumps, lights, toilets, power facilities, etc would have to be installed;

most of the vessels would need to be requisitioned (probably from Taiwanese owners) and a charter fee paid to them, with the consequent loss of revenue now arising from laid-up anchorage dues.
