Further to your minute of 4 April I have spoken with Nr Birt of the Home Office and he has no objection to filling the quota of 250 each from Malaysia and Thailand before resuming selection in Hong Kong. He will work along these lines but he warns us that it is difficult to forecast that this will wholly materialize because a lot will depend on the reception arrangements at this end which as you know are the responsibility of BCAR who are already fully stretched. A cortain amount of flexibility will be needed.
