It was agreed at Lord Goronwy-Robert's meeting last week that we should need to consult the Home Office and ODM before formulating instructions to Sir James Murray and Posts in ASEAN countries. I attach a draft letter for this purpose: would you be good enough to let me have any comments by lunch-time tomorrow, 15 March? I shall submit the amended draft to Mr Leahy, with copies to Mr Cortazzi and Mr Murray.
