The attached draft takes up the points made by Mr Humfrey.

The final two paragraphs on page 2 follow closely the material in paras 2 to 5 of Hong Kong telegram 317 of 22 February. Hong Kong, though very sensitive about risking success of a prosecution, agreed the material could be used publicly with no restrictions. There would therefore be no difficulty in issuing the brief with an FCO imprint (and usual disclaimer that it was not a statement of policy).
