PROPOSAL FOR AN ISLAND PROCESSING CENTRE FOR INDO-CHINESE REFUGEES

It was agreed at Lord Goronwy-Roberts' meeting last week that

we should consult the Home Office and ODM before formulating

instructions to Sir James Murray and Posts in ASEAN countries. I submit a draft letter for this purpose. SEAD, HK&GD (who have amended paragraph 6) and MVD concur.
