in other countries. Hong Kong has also provided

temporary shelter for any refugees who are picked up at

sea by vessels whose first scheduled port of call is Hong

Kong. Since 1975, the Hong Kong Government have arranged

for 4,800 former residents of Vietnam to go to Hong Kong

to join close relatives there. A further 5,700 who have

made their own way to the Colony have been allowed to settle

even though they had no special claim on Hong Kong. In

addition, some 12,000 people (not including the 3,000 on

the mv SKY LUCK still anchored in Hong Kong waters) have

been granted temporary shelter in the Colony and are

awaiting resettlement elsewhere. In recognition of Britain

special responsibility for the Colony, 1,000 of the 1,500

quota announced by the Home Secretary in January (see para

11 below) are to be admitted to the United Kingdom from

Hong Kong.

EFFORTS ALREADY MADE BY THE INTERNATIONAL COMMUNITY TO ASSI

12. The major refugee resettlement burdens have been born

by the United States, France, Australia and Canada. The

approximate numbers resettled in these and other countries
