The figures for the arrival of "boat cases" during Januar

and February 1979 are not yet available, though the UNHCR

has reported total arrivals in January (land and boat

cases) of 13,061.

7. Despite repeated appeals to the international

community by the UNHCR, the rate of departures for

permanent resettlement from countries of first asylum

has not kept pace with the numbers arriving. This is.

the crux of the problem. Unless there is a major effort

by the international community (or unless an alternative

solution to the problem can be found) the difference

in the rate of departures and arrivals is likely to

widen further. Countries in the region are already

alarmed at the prospect of receiving an unending stream of refugees and their resources are severly strained.

In addition, the presence of large numbers of refugees

in their territories pose difficult economic, social

and political problems for some of them, particularly

for Malaysia. Some countries (Taiwan, Brunei and
