told me that he has now agreed arrangements for orderly departure" with the Vietnamese. Whether he is over optimistic or not remains to be seen, but clearly even if the Vietnamese co-operate, success or failure in the UNHCR's arrangements will depend on the adequacy of resettlement quotas in host countries.

Against this background I do trust HMG will continue to encourage host countries, and in particular the United States, to adopt an increased programme of immigration reserved for Vietnamese and to give preference to Hong Kong. This can surely be justified by its shortage of space and the flow of immigrants from China.

Of course a central holding Centre, such as proposed by ASEAN, would provide effective means of giving immediate relief, provided at least all new arrivals in Hong Kong could be sent there.

I got the impression from de Haan that while he was very ready to go along with proposals agreed between ASEAN countries and eventual host countries, for the time being he was more interested in an orderly departure" agreement with the Vietnamese.
