work should commence as soon as possible, subject to the approval of funds by the Finance Committee of the Legislative Council on converting part of the area at the former RAF Kai Tak into a camp to hold a large number of Vietnamese refugees: paragraph 15(a);
(c) detailed planning should commence on
providing basic services to Borrow Area No 41 Sha Tin with a view to use this area as another large camp for Vietnamese refugees: paragraph 15(b);

consideration should be given to the desirability of requisitioning unused agricultural land: paragraph 16;
a further submission should be made whether refugees should be allowed to work pending resettlement: paragraph 23; and
Government should, subject to an approach regarding reimbursement to UNHCR, accept the responsibility for the management of large new camps: paragraph 28.
