UNHCR APPEAL FOR CAMBO DI AN REFUGEES IN VIETNAM

1. I apologise for taking so long to reply to your letter of 19 February but I was waiting for de Haan to return to Geneva to see if his visit could shed any more light on the needs of these refugees. I am not sure that it can but the Ambassador is due to call on de Haan tomorrow and I shall report any thing further that arises from the meeting. In the meantime, I am enclosing a copy of de Haan's rather bland official report, sent to all Missions), which deals only with the outflow of refugees from Vietnam and the measures UNHCR and the Vietnamese authorities have agreed in order to stem it. 2. I also enclose a list of contrib- utions received towards this appeal up to 22 March (total $2.5m) which was sent to me as a reminder by the Fund Raising Section of UNHCR that we had not yet responded to it. They also confirmed that as yet there was no evidence that the refugees were moving back to Democratic Kampuchea. In addition, Belgium, Greece, Italy, Spain, France, Romania, the EEC and the Vatican also received this appeal.
