(From Master) What will happen if I stay where I am ?

I have already said that the Government is not prepared to go on providing you with supplies. Conditions on board will deteriorate. Colder weather is coming. You would be rost inwise to remain where you are. You would be morally responsible for any deaths that occur.

(From Master) Phy don't you order me in ?

You are in intemational waters. It is not for the Hong Kong Government to order you into Hong Kong. Whether you enter or not is a decision which you must make yourself.
