Nearly 3,000 refugees, composed mainly of women and children, endure the worst sufferings. They have ak andoned all their goods, risked their life and lost a good number of their fellows in the waves of the China Sea in escaping from Communist Vietnam in search of liberty and Rights of Man. For nearly
a month they have never been able to lie down. Their health and their morale are totally wasted away. Sickness is spreading and the extent of the evil consequences that this state of affairs could have on the physical and mental development of the children is something difficult to predict.
In these conditions, no policy, no law could be considered rationally human and compatible with the civilized world if it did not aim at reducing or wiping out these sufferings.
(iii) In escaping from Vietnam the refugees on board the Huey Fong do not intend to get to Hong Kong, situated too far from Vietnam. At the moment, despite their attachment to Hong Kong and its population, the refugees are ready to get to any country which would wish to receive them, provided that this country belongs to the free world.
The refugees would be grateful to you as to the Hong Kong Commissioner for Refugees for all the steps they have taken to help them in this sense.
(iv) Counting with full confidence on your aid and that of the High Commissioner for Refugees, we ask you to accept our warmest thanks and best wishes that we have for your success.

The refugees ask you to keep the High Commissioner for Refugees informed of the tenor of this letter.
