VIETNAMESE BOAT REFUGEES ARRIVING IN HONG KONG FROM CHINA

1. Mr John Kimball, First Secretary at the US Embassy, called on the department on 27 February to discuss the proposal to establish an island processing centre for refugees: Mr Simpson-Orlebar is minuting separately on this. Mr Kimball subsequently passed us copies of his instructions on the matter from the State Department. He included a State Department telegram (copy attached) which contains guidance on the Americans' attitude to applications for settlement in the USA from "boat refugees" who first entered China. before crossing into Hong Kong or Macau. You may care to send a copy to Mr Orr in Hong Kong if that seems appropriate.
