Government about the problem posed for Hong Kong by the very high
rate at which legal immigrants from China have been arriving in the
territory. We believe the Chinese authorities fully understand the
problem, especially the strain that is imposed on Hong Kong's social
services, and are making genuine efforts to reduce the numbers. In
recent weeks, the rate of arrivals has declined significantly, though
it still remains at an unacceptable level.
ILLEGAL IMMIGRANTS FROM CHINA
20. The policy of repatriating illegal immigrants from China who are
detained while trying to enter Hong Kong is necessary in order to
control the rate of arrivals. The policy is applied as humanely as
possible. Each case is considered on its merits, and where there are
humanitarian reasons for allowing a particular individual to remain,
the repatriation policy is not enforced.
There is no evidence that
those who are repatriated are treated harshly.
WILL THE GOVERNMENT STOP AID TO VIETNAM?
21. Recent Vietnamese actions must inevitably affect our whole
relationship with Vietnam.
