The objectives of the Cambodian National United Front for National Salvation (CNUFNS) were those of peace, independence, non-alignment, and solidarity with all their neighbours so as to further the maintenance of peace and stability. Vietnam was ready to support these aims and fully supported the Front on the basis of respect for Cambodian sovereignty, independence, territorial integrity and the principle of non interference. The Pol Pot regime no longer existed. This fact was in the interests of peace and stability in South East Asia. Vietnam's policy towards the region, as set out by its Prime Minister during his tour of South East Asia, remained constant. This point had been repeated at the recent Afro-Asian Congress Conference in Hanoi. The Vietnamese policy was one of independence, peace, solidarity and international cooperation. Mr Hoan said that he sincerely thanked Dr Owen and the Labour Government for their earlier assistance and hoped that Anglo-Vietnamese relations would develop on a basis of equality and mutual advantage. Dr Owen said that he hoped that this would be the case but that if the trend of Vietnam's current policy continued, this would not happen.
7. Mr Hoan said he was ready to report back Dr Owen's remarka on refugees but asked that Dr Owen should let him know the evidence for these remarks. He said that the Vietnamese government had nothing to do with the alleged racket. It had recently published a statement that it would cooperate with the UNHCR concerning people who wanted to leave Vietnam.
8. Dr Owen welcomed this statement and said that those departing should leave without let or hindrance. Dr Owen was concerned about the situation on the Thai/Cambodian border, on the Sino-Vietnamese border and about the need to evolve a genuinely popular government in Cambodia and not one that was strongly influenced by Vietnam.
