Vietnamese Refugees
Dr Owen discussed Vietnamese refugees briefly with Mr Vance during their second session of talks at the State Department in Washington on 3 February.
Dr Owen said that he had made his disapproval clear to the Vietnamese Ambassador, and described what we had done to help refugees from Vietnam in Hong Kong. We had also responded to the IBRD on the question of aid for Vietnam. We were faced however with one difficult case involving the sale of ships to Vietnam where we had legal and contractual obligations.
Mr Vance said that he hoped that legislation would go through
Dick this year giving him additional authority on refugees. Clark would be appointed as Special Co-ordinator for Refugee Problems. But he expected the situation to worsen this year, and did not see how we could cope.
