Before leaving each area I would intend to authorise the necessary visas (presumably on Declarations of Identity or similar documents) for all those in List A, on the understanding that no visas chould actually be issued until instructions to do so are received from MVD, (BCAR would be able to tell you who should come and when). At the end of our stay in each place I should also like to transmit to London a rough breakdown of those selected. I should add that I would hope to keep any need for clerical support to an absolute minimum.

As far as the interviewing phase is concerned, I imagine we shall have to rely heavily on UNHCR locally for access, facilities and interpreters, but in ignorance of the local set-up in each place I am afraid we shall have to leave it to the posts to make any necessary arrangements. Another consideration is the question of transport if, as I believe is certainly the case in Malasia and Thailand, the refugee camps are far removed from the capitals. (Incidentally, it might be wise to remind Bangkok that we are concerned only with boat refugees who I believe are housed in a separate camp there.).

Finally, I should be grateful if the posts could be asked to reserve suitable (but modestly-priced!) hotel accommodation for Mrs Morley-Fletcher and myself, though, here again, much will depend on what internal movements are necessary within Malaysia and Thailand.

I am sorry if all this seems to be giving the posts tall orders at short notice, and that, in the absence of first-hand knowledge, it is not possible to be more specific as to detail. Needless to say, we shall try to fit in with whatever those 'on the ground' recommend.
