The Prime Minister has seen the Foreign fr and Commonwealth Secretary's minute of

6 December to the Home Secretary, proposing that the UK should admit 1,500 Vietnamese refugees over the next 9-12 months, and Mr. Rees' comments in his letter to Dr. Owen of 9 January.

The Prime Minister is generally content with what is proposed on this matter but agrees with Mr. Rees that if the UK were to be pressed. to take additional larger numbers of refugees future policy on this question should be dis- cussed by Ministers before decisions are taken.

I am sending copies of this letter to Paul Lever (Foreign and Commonwealth Office) and Martin Vile (Cabinet Office).
