1. I attach a copy of Mr Ashley's PQ which I agreed this morning UND would take over from HK&GD. I have informed the Parliamentary Unit.

2. Since Mr Ashley is concerned with the refugee problem in Hong Kong, I should be most grateful if your Department would provide a background note and supplementaries for submission with the draft Answer. I think these will need to take account of Mr Ashley's recent letter and letter to and call on the Secretary of State (on which HK&GD took the lead) and of the problem which Hong Kong faces with regard to illegal immigration from China.
