1. As requested in your minute of 2 February, I attach a draft background note and notes for supplementaries on the problem of Viet- namese refugees in Hong Kong; the notes include some reference to the problem of immigration from China.

I assume that your covering submission will set out the recent history of Mr Ashley's interest in this problem, including his visit to Hong Kong during the Christmas recess and his subsequent call on, and letter to, the Secretary of State. I believe you have copies of all the relevant papers, but if you need any further help please let me know.
