PARLIAMENTARY QUESTIONS

I attach a draft reply and background note to a Parliamentary

Question on the subject of Vietnamese refugees in Hong Kong, put down

by Mr Kenneth Clarke MP (Rushcliffe

reply on 22 January 1979.

2.

Conservative) for written

The reply has been prepared in consultation with the Hong

Kong Government. The wording "wishing to be resettled from Hong

Kong" has been used advisedly. Not all of these people have been

"accepted as temporary residents" (the phrase used by Mr Clarke in

his question) by the Hong Kong Government.

Some 2,500 are

originally from Vietnam but came to Hong Kong illegally after

spending some time in China. Since they are unlikely to

qualify for settlement by the UNHCR the Hong Kong Government are trying (with our support) to persuade the Chinese authorities to

take them back. In the meantime they would not want a separate

figure to be published for this category.
