Thank you for your letter of 10 January to Lord
Goronwy-Roberts, enclosing one from your constituent
Mr Clive London of 29 Redwood Court, Lovelace Gardens,
Surbiton, about Vietnam.
As your constituent recognises, Britain has taken its
share of Vietnamese refugees. Indeed we have
recently agreed to take a further 1500. Hong Kong,
despite the very heavy population pressures on its
limited territory, has also adopted a humane and
liberal policy towards the admission of Vietnamese
it
refugees, but clearly cannot take them all.
The Vietnamese Government must shoulder the blame for
the conditions which have led to so many of its own
population risking their lives in fleeing the
country.

the Vietnamese Ambassador here the great concern with
which the Government and many ordinary people in Britain view the human rights situation in Vietnam; k situation which, in a speech to the UN Security
Council on 13 January, the UK representative, Mr Ivor
