In the context of the "HUEY FONG" it has undoubtedly been a great advantage for the UNHCR representative to be an Asian rather than a European. This must have made it much easier for him to establish his credentials with the representatives of the refugees. Perhaps more important is that as a non-Chinese Asian he has good insight into how ethnic Chinese residents of Vietnam think. He has no doubt that the refugees are highly intelligent and remarkably patient given the ordeal which they are undergoing.
