Until further notice you can get him on telephone number 5-95771 (the 5 stands for 'Hong Kong side'); after that he can be reached at home from about 4 pm our time.

He imagines we will have seen Priority tel No 29 from Hanoi to FCO of 15 January, but it only reached Hong Kong today, and due to problems with their communications photocopier did not arrive on people's desks until late this afternoon, and thus could not be taken into account in action taken in the inter- vening time. He considers it an important telegram which should be borne in mind in anything to do with Vietnam.

He would like us to try to ensure that accurate stories are put out in the BBC World Service and also in their Vietnamese and Chinese language services. The stories they put out this morning were grossly inaccurate, eg the HUEY FONG has not gone into Hong Kong harbour. Would we do what we could with the BBC over this?

He asked whether I had any knowledge of an emergency debate in Parliament on the refugees/Hong Kong subject.
