The captain of the freighter Huey Fong, which has been anchored
off Hong Kong for nearly a month with two-thousand-seven-hundred
refugces from Vietnam, has been told he may now enter harbour and
land his passengers. But correspondents point out that he could
face severe penalties under emergency legislation just passed for
carrying excess passengers. And another new law permits the
indefinite detention of illegal immigrcute swaiting resettlement.
A correspondent for the BBC in Hong Kong says the government now
fools that it has sufficient legislation to deter other ship's
captains from following the Hucy Fong's excuple. And it has been
encouraged by the decision of the british and other governments to
take more refugeus. Nonetheless, the Hong Kong muthorities continuc
to advise the captain of the Hucy song to proceed to Taiwan, ite
original destination, and say they camot continue to airlift
provisions to the ship indefinitely.
